Role Description

This is a full-time remote role for a Functional Business Analyst. The Functional Business Analyst will be responsible for analyzing and designing business processes, gathering and documenting business requirements, and communicating effectively with stakeholders. The Functional Business Analyst will also be responsible for conducting market analysis and competitive research, identifying areas for improvement, and recommending solutions.


The Functional Analyst is expected to develop functional expertise in various aspects of the delivery lifecycle including:

  • Participating in requirements sessions, creating general designs, performing assembly testing, and supporting development efforts for multiple functional areas within team
  • Providing functional support to Developers and System Analysts
  • Supporting the resolution of production issues and data cleanup efforts through functional analysis and testing
  • Experience with software development and maintenance practices and methodologies (especially requirements, design and testing phases) a plus
  • Knowledge of information systems and current computer technology and cloud a plus.
  • Familiarity with SQL, XML, and Oracle environment a plus.
  • Familiarity with web and reporting technology is a plus.
  • Familiarity with Agile Methodology is a plus.
  • Experience with Public Health is required.
  • Experience with Azure technologies is a plus.

As the scrum master, a key member of the Digital Hie team, you will be responsible for leading teams and executing Agile development sprints and product releases that deliver customer and business value with speed and quality. You will use your growth mindset to empower, motivate and mature the Agile capabilities of the teams you support in a way that results in measurable improvements to product delivery. You will oversee and champion Scrum events and artifacts, report on and monitor work progress, identify potential risks and dependencies, remove impediments, lead the team to continuously improve and help scale best practices at Digital Hie.

The ideal candidate has extensive experience acting as Scrum master for large teams with multiple product deliveries and demonstrated ability to develop and mature Agile best practices across teams at organizations. You will drive measurable improvements to predictability and quality for product delivery. You have a strong interest in process definition and ongoing improvement. You have a successful track record of using metrics across discovery, implementation and release to facilitate accountability and increased visibility into team performance.


  • Undergraduate degree, equivalent experience, or certification.
  • 3+ years of Scrum master experience
  • 7+ years’ experience in applying Agile and Scrum principles (i.e. SAFe, Scrum, Kanban) and applying techniques such as story splitting, estimation, velocity, retrospection etc.
  • 3+ years working with tools such as Atlassian JIRA/Confluence
  • Scrum Alliance Certified Scrum Master (CSM), Certified Scrum Professional (CSP) or PMI’s Agile Certified Professional (ACP)
  • Excellent oral and written communication skills to both technical and non-technical audiences
  • High attention to detail and exceptional time management skills, performs well under pressure to manage competing delivery demands


  • Experience applying critical and systems thinking to identify creative and holistic solutions to challenge
  • Experience building and leading large and fast paced agile teams with multiple product deliveries.
  • Ability to self-inspect, recognize and actively address improvements, challenges, risks, and mediate issues, collaborate with others to develop solutions and is able to discern when to seek further guidance
  • Demonstrated ability to develop and scale agile best practices, strong interest in continuous process definition and improvements
  • Familiarity with product development and release management experience on an Agile Team in a technology-focused organization
  • Experience in using and applying metrics across discovery and planning, implementation, quality testing and operations to facilitate team accountability and improvement
  • SAFe certified – SAFe Agilist or SAFe Scrum Master
  • Demonstrated experience facilitating effective meetings at multiple levels of an organization
  • Ability to understand and represent both the business and technology
  • Demonstrated experience facilitating meetings at multiple levels of an organization and an understanding of facilitation techniques

Leading Organizational Delivery

  • Drives team delivery on high quality customer experiences and core business outcomes on time and on budget
  • Facilitates and supports all scrum events: Sprint Planning, Daily Scrum, Refinement, Sprint Review, and Sprint Retrospective
  • Responsible for tracking and reporting of all relevant team performance metrics to ensure organizational visibility and transparency, including but not limited to velocity, burndowns, sprint & release status
  • Manages team backlog, work prioritization, story assignment, and tracking in Jira
  • Collaborates with engineering and product managers to manage cross-team dependencies to successfully deliver on broader strategic initiatives
  • Works with product owner(s) to understand scope changes and/or shifts in priorities to ensure that healthy backlogs are being maintained and refined
  • Works with Release Management teams and collaborate across Engineering to ensure the successful releases of products and continues to optimize the release and delivery process
  • Works closely with Product to ensure readiness for PI planning and guide your team(s) through successful planning events

Coaching Teams

  • Guides and coaches, the Scrum Team on how to use Lean and Agile practices and principles to deliver high quality products and services to our customers
  • Identifies and supports the resolution of impediments which cannot be solved by the team and encourages team to effectively manage those that can be
  • Builds an open, trusting and respectful team environment centered on collaboration, continuous learning, solution finding and customer focus
  • Leads maturation in team engineering practices, DevOps and innovation and is able to help scale best practices
  • Works with Scrum Team and internal and/or external stakeholders, to influence and drive decision making and support organizational delivery
  • Support the development of behavioral change management, communications and training as needed to drive process and tool adoption, implementation, and compliance
