Carequality is a multi-stakeholder initiative that maintains and operates a trusted exchange framework and the common agreement governing health information exchange between and among health information networks on a nationwide scale. The Carequality Interoperability Framework is a trusted exchange framework that consists of a joint trust agreement, policy requirements, technical specifications, and governance processes that together make it possible for healthcare to replicate the success other industries have achieved in breaking down barriers between many networks, programs, and platforms. The Carequality Interoperability Framework is supported by Carequality Inc., an independent non-profit organization. Carequality is a public-private collaborative that facilitates agreement among diverse stakeholders to develop and maintain a common interoperability framework enabling exchange between and among data-sharing networks. Carequality is a framework, a library of technical and policy agreements, plus a governing structure enabling independent health data networks to exchange patient data. Similar to how the telecommunications industry has a behind-the-scenes framework allowing Verizon mobile phone users to communicate with T-Mobile and AT&T users, Carequality provides the policies and governance enabling providers on the CommonWell network to exchange with providers on the AthenaNet, Epic CareEverywhere, and eHealth Exchange networks. Carequality is a national-level, consensus-built, common interoperability framework to enable exchange between and among health data-sharing networks. Carequality brings together diverse groups, including electronic health record (EHR) vendors, record locator service (RLS) providers, and other types of existing networks from the private sector and government, to determine technical and policy agreements to enable data to flow between and among networks, platforms, and geographies.

The Carequality Framework provides the essential elements for trusted national exchange, such as common rules of the road (including a Trusted Exchange Framework), well-defined technical specifications, and a participant directory.
